Fraco is a manufacturing company based in Saint-Mathias-sur-Richelieu. We manufacture state-of-the-art mast access and elevation system equipment. We are currently searching for a dynamic, progressive, and involved Safety Manager for Fraco USA.

Job Summary: Responsible for leading, planning, directing, and implementing company wide, health, safety and environmental processes to ensure all company objectives are met and that the company complies with applicable safe, health, and environmental regulations in the areas they do business. This position must champion the company’s uncompromising efforts for an incident-free work environment and perform tasks and duties personally, through subordinate staff and through influencing others. In addition, responsible for initiating, developing, and maintaining a companywide HSE Management System to implement processes and procedures to improve our customer value and reduce operating cost. Will report directly to the General Manager of Fraco USA.

Essential Functions, Roles and Responsibilities Include the Following:

  •  Develops and administers the HSE annual business plan and schedule; monitors budget to ensure cost effective operation.
  • Oversees the effectiveness of HSE programs, policies and procedures.
  • Creates, monitors and reports out on key HSE metrics per established best practices. (TRIR…)
  • Participates in inspections, audits, training, and accident investigations as required and periodically to observe the quality and effectiveness of HSE services; works directly with crews and safety staff to learn how to improve safety performance.
  • Reviews risk assessments of proposed changes to equipment, and work methods, policies, and procedures to determine if changes are needed.
  • Maintains company records in accordance with state and federal laws.
  • Maintains knowledge of current and pending regulations and statutes related to health, safety, and environmental affairs.
  • Makes studies and analyses of industrial incident causes and hazards to health for use by management.
  • Consults with company leadership group on design and use of equipment and HSE processes.
  • Keeps managers and employees alerted as to the hazards of working under dangerous conditions and with potentially hazardous areas, especially as it relates to working at height.
  • Direct and reviews the investigation of incidents and injuries and cooperates in the preparation of material and evidence for organization use in hearings, legal actions, and insurance investigations.
  • Compiles and submits incident reports required by company, customers and regulatory agencies.
  • Devises, supervises, and coordinates training programs which will increase proficiency in HSE practices and promote safety consciousness.
  • Represents the company in community or industry HSE groups and programs.
  • Maintains HSE files and records.
  • Leads benchmarking efforts to identify new performance standards and best practices.
  • Emphasizes the use of statistical process control to achieve improved HSE standards.
  • Reviews customer HSE standards as well as qualification and performance monitoring programs to ensure compliance.

Education, Training and Experience

  • A Bachelor’s degree in HSE, Occupational Safety Management, Safety Engineering or related field.
  • A minimum of 10 years work experience in HSE.
  • Must have 10 year’s experience in managing HSE and/or Quality Management.
  • Health and Safety experience with working at height preferred.
  • Strong knowledge and experience with OSHA, drug/alcohol testing programs and driver safety.
  • Robust interpersonal and leadership skills a must.
  • Bilingual in English and French a plus

  • Must have exemplary knowledge and understanding of laws and regulations governing safety, compliance and environmental requirements
  • Must be able to travel up to 60%.
  • Must be able to interact effectively with diverse cultures.
  • Must be able to communicate effectively with work crews, management, and customers.
  • Must be an excellent manager committed to developing the workforce and operating safely at all times.
  • Must be able to delegate effectively and handle multiple tasks simultaneously.
  • Must possess excellent reasoning and analytical abilities.
  • Must have knowledge of HSE Management System Audits; HSE Compliance Audits, Documentation Development, Control & Record Keeping, Incident/Accident Reviews; Injury Case Management; Behavior Based Safety; HSE Training Development & Implementation and Risk Management.
  • Must have proficient computer skills with Word, Excel, Teams and PowerPoint.
  • Must be proficient in Language skills and technical writing.
  • Proficient with intermediate Mathematical skills with descriptive statistics.

  • Required to stand and walk considerable distances
  • Required to climb ladders, scaffolding and work at height.
  • Required to sit for extended period of time without being able to leave the work area
  • Required to lift move up to 10 pounds and frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 40 pounds

  • Travel up to 60% visiting customer and branch locations
  • Some office and desk work is required as necessary and is expected for satisfactory completion of a job assignments but most work is conducted in a field service environment or shop environment.
  • At times, you may be exposed to hazards such as loud noise, heavy equipment, hot/cold temperatures, assembly areas, machine shop and drilling rigs and production locations.
